Modelau Cyflwyno Gwasanaeth - Pyllau Nofio / Canolfannau Hamdden
 
SIR DDINBYCH

Model rheolaeth fewnol, ac felly y bwriedir iddi aros yn Sir Ddinbych.

PEN-Y-BONT AR OGWR

Mae 8 canolfan hamdden a phwll nofio sy’n cael eu rhedeg dan gontract drwy GLL/HALO Leisure. Mae 4 o gyfleusterau ysgol/safleoedd defnydd deuol yn cael eu rhedeg yn uniongyrchol gan Gyngor Bwrdeistref Sirol Pen-y-bont ar Ogwr.

Ceir 4 llyfrgell o fewn cyfleusterau GLL/HALO, 2 ohonynt wedi’u rheoli gan GLL/HALO. Mae’r contract gyda GLL/HALO am gyfnod o hyd at 15 mlynedd, gan ddechrau yn 2012.
 
YNYS MÔN

Model traddodiadol sydd ym Môn, a chyfrifoldeb y cyngor yw rheoli a chynnal y canolfannau hamdden o hyd. Caiff pedair o ganolfannau hamdden Ynys Môn eu rhedeg yn fewnol, ar gyllid y Cyngor. Mae pumed canolfan hamdden Môn (ochr sych yn unig) wedi’i rhoi ar gontract allanol a chaiff ei rhedeg gan fenter gymdeithasol, drwy grant ‘Cyfenter’ a gafwyd o’r Sector Gwirfoddol a chyda chefnogaeth swm refeniw 3 blynedd sefydlog oddi wrth y Cyngor. Y cynllun ar hyn o bryd yw moderneiddio ac nid rhoi gwaith allan ar gontract. Mae Ynys Môn yn debygol o resymoli cyfleusterau cymunedol llai drwy eu rhoi allan ar gontract.
 
BLAENAU GWENT

O 1 Hydref 2014 mae Blaenau Gwent wedi creu Ymddiriedolaeth Hamdden ‘Life’, a fydd yn Gorff Dosbarthu Dielw ac yn gwmni cyfyngedig trwy warant. Mae maes yr Ymddiriedolaeth yn eang er mwyn cynnwys y Gwasanaethau Celfyddydau, Dysgu i Oedolion a Chymunedau, Llyfrgelloedd a Chwaraeon. Mae’r Cyngor yn cadw’r Gwasanaethau Cynnal Tiroedd, Ieuenctid a Thwristiaeth yn fewnol.
 
SIR FYNWY

Mae gan Sir Fynwy bedair canolfan hamdden defnydd deuol a redir gan dîm hamdden mewnol y cyngor.
 
SIR GÂR

Gwasanaethau mewnol yw’r gwasanaethau hamdden a diwylliant i gyd ar hyn o bryd, ond mae’r cyngor wrthi’n ystyried posibilrwydd newid i statws Ymddiriedolaeth.
 
CASTELL-NEDD PORT TALBOT

Rheolir Cyfleusterau Hamdden Dan-do Castell-nedd Port Talbot gan Celtic Leisure, Cymdeithas Ddiwydiannol a Darbodus, ers 11 mlynedd bellach. Mae pob cyfleuster/gwasanaeth arall dan reolaeth fewnol.
 
CASNEWYDD

Ar hyn o bryd mae Cyngor Dinas Casnewydd yn rhedeg eu gwasanaethau Chwaraeon a Gweithgaredd Corfforol yn fewnol. Ond o 1 Ebrill 2015 ymlaen caiff y gwasanaethau hyn eu rhedeg gan Gorff Dosbarthu Dielw a chanddo statws elusennol. Mae’r model cyflenwi gwasanaeth newydd hwn yn y broses o gael ei sefydlu ar hyn o bryd.
 
CAERDYDD

Caiff canolfannau hamdden a chelfyddydau Caerdydd eu rheoli’n fewnol ar hyn o bryd, ond mae’r cyngor yn cychwyn proses gaffael gan obeithio sicrhau rheolwyr newydd erbyn diwedd 2015.
 
WRECSAM

Caiff Gwasanaethau Hamdden Wrecsam eu rhedeg gan y cyngor ar hyn o bryd. Ond y bwriad yw i’r gwasanaeth gael ei reoli yn y dyfodol drwy ymddiriedolaeth hamdden sydd eisoes yn bodoli, a dylai’r trefniant newydd hwn fod yn weithredol erbyn mis Ebrill 2015. Hyd yn hyn, nid yw’r cyngor wedi penodi darparwr allanol i wneud hyn ond maent wedi cychwyn ar y broses.
 
SIR BENFRO

Ar hyn o bryd mae’r holl gyfleusterau hamdden yn fewnol; mae’r cyngor wedi buddsoddi’n gyson mewn cyfleusterau hamdden dros y 10 mlynedd diwethaf o safbwynt seilwaith, gwasanaethau a staff. Does dim bwriad ar hyn o bryd i symud at fodel gwahanol ar gyfer cyflenwi’r gwasanaeth.
 
BRO MORGANNWG

Parkwood Community Leisure sy’n rheoli’r holl gyfleusterau hamdden fel gweithredwr preifat dan gontract a ddechreuodd ym mis Awst 2012 i redeg am 10 mlynedd. Mae’r cyngor yn dal i fod yn gyfrifol am waith cynnal allanol ar y cyfleusterau, gwaith atgyweirio mawr ac adnewyddu unrhyw offer mawr fel rhan o’r contract rheoli gyda Parkwood.
 
CAERFFILI

Ar hyn o bryd cyflenwir y Gwasanaeth Chwaraeon a Hamdden yn fewnol gan Gyngor Bwrdeistref Sirol Caerffili. Ond mae’r cyngor wrthi’n datblygu strategaeth newydd a gyflwynir i’r cabinet yn yr wythnosau i ddod. Bydd yr adroddiad yn gwneud argymhellion ynghylch gweledigaeth hirdymor y cyngor ar gyfer darpariaethau hamdden o fewn y cyngor ac maent wedi cynnwys dewisiadau posibl i’w hystyried ar gyfer rheoli a chyflenwi gwasanaethau hamdden yn y dyfodol.
 
RHONDDA CYNON TAF

Darpariaeth gyfan gwbl fewnol sydd ar gyfer hamdden yn Rhondda Cynon Taf, gan gynnwys datblygu chwaraeon. Bydd y cyngor yn cynnal astudiaeth ddichonoldeb i’r posibilrwydd o sefydlu ymddiriedolaeth hamdden/celfyddydau. Bydd y gwaith hwn yn mynd yn ei flaen dros y 6 i 8 mis nesaf.
 
GWYNEDD

Trwy Wynedd gyfan mae’r holl gyfleusterau hamdden dan reolaeth uniongyrchol yr awdurdod lleol.
 
POWYS

Ar hyn o bryd mae holl wasanaethau hamdden Powys dan reolaeth fewnol, ond mae prosiect caffael ar gyfer penodi gweithredwr allanol ar droed a disgwylir y bydd wedi’i gwblhau erbyn Tachwedd 2014.
 
SIR Y FFLINT

Mae Cyngor Sir y Fflint yn dal i gyflenwi Gwasanaeth Hamdden yn uniongyrchol ond mae hyn yn debygol o newid yn y dyfodol.
 
MERTHYR TUDFUL

Mae Cyngor Bwrdeistref Sirol Merthyr Tudful yn y broses o sefydlu ymddiriedolaeth sy’n gorff dosbarthu dielw ar gyfer Hamdden, Diwylliant a Llyfrgelloedd, a dylai fod yn weithredol ddiwedd Hydref/dechrau Tachwedd.
 
TORFAEN

Trosglwyddodd Cyngor Bwrdeistref Sirol Torfaen ei wasanaethau hamdden i gyd i Ymddiriedolaeth Hamdden Torfaen ar 1 Gorffennaf 2013.

SERVICE DELIVERY MODELS - Swimming Pools / Leisure Services

 
1.    DENBIGHSHIRE

In-house management model, and intended to remain so in Denbighshire.

 
2.    BRIDGEND
8 leisure centres and swimming pools are operated under contract via GLL/HALO leisure. 4 dual use sites/school facilities directly operated by BCBC.
4 library facilities accommodated within GLL/HALO facilities, 2 of which are operated by GLL/HALO. The contract with GLL/HALO is for a period of up to 15 years, commencing in 2012.

 
3.    ANGLESEY/YNYS MON

The model on Anglesey is traditional, the leisure centres remain (management and maintenance) the council's responsibility. Four of Anglesey’s leisure centres are run in-house, funded by the Council.  Anglesey’s 5th leisure centre (dry side only) has been outsourced and is run by a social enterprise, via a ‘Cyfenter’ grant obtained from the Voluntary Sector and supported by a fixed 3 year revenue sum, from the Council. The plan is to modernise and not outsource at this moment in time. Anglesey is likely to rationalise smaller community facilities by outsourcing.

 
4.    BLAENAU GWENT

Blaenau Gwent is going to create the Life Leisure Trust from October 1st 2014, which will be a Not for Profit Distributing Organisation (NPDO) and as a trust will be a company limited by guarantee. The scope of the Life Leisure Trust is wide to encompass the Arts, Adult and Community Learning, Libraries and Sports Services. The Council is retaining the Grounds Maintenance, Youth and Tourism Services on an ‘in house’ basis.

 
5.    MONMOUTHSIRE

Monmouthshire have four dual use leisure centres and are operated by the council’s in-house leisure team.

 
6.    CARMARTHENSHIRE

All leisure and culture services are currently in-house, but the council is in the process of potentially moving over to Trust status.

 
7.    NEATH PORT TALBOT

NPT Indoor Leisure Facilities are managed by Celtic Leisure, an IPS, for the past 11 years. All other facilities / services are managed in-house.

 
8.    NEWPORT

Newport City Council are currently operating their Sport and physical activity services in-house.  However as of the 1st of April 2015 the services will be operated by a new Not for Profit Distributing Organisation with charitable status. The establishment of this new service delivery model is currently in the process of being set up.

 
9.    CARDIFF

Cardiff leisure centres and arts venues are currently managed in-house, but the council is commencing a procurement process, with view to securing new management by late 2015.

 
10.                    WREXHAM

Wrexham’s Leisure Services are currently operated by the council. However, it is intended that the future management of the service will be via an existing leisure trust and that this new arrangement should be in place by April 2015. To date, the council have not appointed an external provider to do this but have commenced the process.

 
11.                    PEMBROKESHIRE

Currently all leisure facilities in-house; council has invested consistently in leisure facilities over the past 10 years in terms of infrastructure, services, and staff. No immediate intention to move to a different model of service delivery.

 
12.                    VALE OF GLAMORGAN

Parkwood Community Leisure manages all Leisure Facilities as a private operator under a contract which commenced in August 2012 and will run for 10 years. The council retains the responsibility for external maintenance of the facilities, major refurbishments and replacement of major items of plant as part of the management contract with Parkwood.

 
13.                    CAERPHILLY

Sport & Leisure Service is currently delivered in house in Caerphilly County Borough Council. The council is however developing a new strategy that will be presented to cabinet in the coming weeks. The report will recommend the councils long term vision for leisure provision within CCBC and they have included potential options for consideration relating to the future management and delivery of leisure provision.

 
14.                    RCT

Leisure provision in RCT is all in house, including sports development. The council will be undertaking a feasibility study into a potential leisure/arts trust. This work will be going on over the next 6 to 8 months.

 
15.                    GWYNEDD

Throughout Gwynedd, all leisure facilities are managed directly by the local authority.

 
16.                    POWYS

Currently all of Powys’ leisure services are managed in-house, however a procurement project to appoint an external operator is currently ongoing and due to be completed by November 2014.

 
17.                    FLINTSHIRE

Flintshire CC are still directly delivering Leisure Service but this is likely to change in the future.

 
18.                    MERTHYR TYDFIL

Merthyr Tydfil CBC are in the process of setting up a NPDO trust for Leisure, Culture & Libraries in, due to go live in late October/early November.

 
 
19.                    TORFAEN

Torfaen County Borough Council transferred all of its leisure services to Torfaen Leisure Trust on 1st July 2013.
