Tell the Assembly to demand more for the Welsh language!

Fersiwn GymraegDemand that all all legislative powers concerned with the Welsh language are devolved to Cardiff!A committee in the Assembly is now scrutinising the LCO (proposed powers to the Assembly) and are receiving evidence from the people of Wales as to whether these powers should be devolved to Wales. As many people as possible need to send this e-mail to members of the committee to show that the people of Wales want legislation relating to the Welsh language to be made in Wales.pwyllgor-mat-cym.jpgAs things stand the LCO does give the Assembly certain powers but there are also some major constraints e.g. supermarkets have been excluded. We demand THAT ALL LEGISLATIVE POWERS REGARDING THE WELSH LANGUAGE ARE TRANSFERRED TO CARDIFF. As Jenny Randerson AM said, if we want to include the private sector in any language measure, surely that discussion should be held in Wales, not London?This follows the long awaited publication of the Welsh Language Legislative Competence order (LCO), by the Assembly Government, calling for the devolving of legislative responsibility for the Welsh language from the Westminster Parliament in London to the National Assembly in Wales. The LCO does not have the necessary powers and there is a great danger that Members of Parliament in London will attempt to further weaken the LCO. Cytunaf â'r angen i sicrhau statws swyddogol i'r Gymraeg, hawliau i bawb yng Nghymru i ddefnyddio'r Gymraeg ym mhob agwedd ar fywyd ynghyd a Chomisiynydd Iaith fydd â'r grym i erlyn cyrff nad sy'n cydymffurfio â'r ddeddf.===============Attention of: Members of Legislation Committee No. 5, Welsh Assembly.cc: Rhodri Morgan (First Minister), Ieuan Wyn Jones (Deputy First Minister), Alun Ffred Jones (Minister for Heritage), Legislation Office.I am writing to you in your role as a member of the Legislation Committee No. 5, which is currently consulting on the proposed National Assembly for Wales (Legislative Competence) (Welsh Language) Order 2009, published by the Welsh Assembly Governments on February 2nd, 2009.I believe that the Welsh Assembly Government has the moral right to legislate on the Welsh Language; there is a strong consensus across the political spectrum in the Assembly and indeed throughout Wales in favour of the principle that legislation relating to the Welsh Language should be made in Wales and not in Westminster. Indeed, I believe that all of powers in relation to the Welsh Language, without any restrictions should be transferred to the Welsh Assembly in Cardiff.In accepting this principle, I call upon you to respond to the needs of the people of Wales and the Welsh language, and to press upon the other members of the Committee to present a report, which will not recommend any weakening of the LCO. Rather I call on you to strengthen the LCO in order to ensure equality for the Welsh Language and realise a historic opportunity to create a truly bilingual society.I would ask you to consider lending your support to the following specific points:* Removing the limit of £200,000 with regard to bodies who receive public money and place expectations on the public sector in general in order to ensure consistency, clarity and simplicity for the service user.* In addition to establishing the freedom to speak through the medium of Welsh in the workplace, it is necessary to establish the right to work through the medium of Welsh thus removing any ambiguity and promoting a process whereby bodies and companies use the Welsh language internally as well as externally.* The LCO does not include provision to establish the right to a Welsh speaking jury - as criminal justice is not a devolved power, I ask you to consider how this essential right can be realised.* Extend the list of bodies named in the LCO in order to normalise the use of the Welsh Language in Wales and ensure that this legislation makes a real difference to the quality of life of the people of Wales. I would wish to see shops and private companies, leisure facilities, retail outlets, entertainment facilities, restaurants and taverns, all banking and financial services on the high street and internet are included in the LCO.* Add all means of public transport not only the railway companies. I would like to see plane, shipping and bus companies included in the LCO.It is of vital importance that the LCO enables the Welsh Assembly Government to draft a Comprehensive Language Measure or Measures, which will ensure fair and equal access to the Welsh Language for all the people of Wales. I support the need to establish official status for the Welsh Language, statutory rights for all the people of Wales to use the Welsh Language in every aspect of their lives, and establish a Commissioner for the Welsh language with the necessary power to prosecute bodies that do not adhere to the new legislation.
