Na i Dai Anfforddiadwy a Diangen,

Ia i Dai Cymdeithasol i Bobl Leol.’

Nos Lun yr 8fed o Chwefror, bu cyfarfod o tua 30 o bobl ym Mhenrhyndeudraeth yn trafod effeithiau tebygol rhan o Gynllun Datblygu Gwynedd a Môn ar y Cyd (a basiwyd yng Ngorffennaf 2017) ar y gymuned.

Yn ôl y cynllun, penderfynwyd codi 152 o dai ar dir cymuned Penrhyndeudraeth erbyn 2026, er mai 59 o dai yn unig oedd eu hangen ym Mhenrhyn yn ôl arolwg manwl a wnaed gan Gyngor Tref Penrhyndeudraeth yn ystod yr ymgynghoriad.  Caiff y gweddill eu codi i ateb anghenion cymuned Porthmadog!

Roedd y gynulleidfa’n unfrydol ei gwrthwynebiad i’r nifer chwyddedig hwn o dai ac yn unfarn mai tai cymdeithasol i ddiwallu anghenion y gymuned leol yn unig sydd eu heisiau ac nid oedd brinder rhesymau i gadarnhau hynny. Bu beirniadaeth hallt o safon tai gaiff ei rhentu gan landlordiaid preifat. Codwyd cwestiynau hefyd ynghylch beth yn union y mae'r gair 'fforddiadwy' yn ei olygu. Ychydig iawn, iawn o bobl leol sydd, fel  arfer, yn gallu fforddio tai yr honnir eu bod yn 'fforddiadwy'. Twyllair sy'n camarwain pobol ydi o!

Er enghraifft, gwyddai’r gynulleidfa i sicrwydd y byddai nifer y ‘tai fforddiadwy’ mewn nifer mor fawr o dai a 152 yn ganran llawer llai na nifer y tai ar y farchnad agored sydd ynddo, ac nad trigolion Penrhyn fyddai’n prynu y rhan fwyaf o’r rheiny.  

Nid pryderu heb achos mae’r rhai sy’n rhagweld gostyngiad yng nghanran y siaradwyr Cymraeg yma.  Ac o safbwynt arall, gwyddai’r gynulleidfa, hefyd, y bydd y gymuned yn colli cyfran helaeth o’i hasedau tir o godi tai nad oes mo’u hangen arni.

Nid adeiladu i wneud elw sydd eisiau, ond adeiladu i ddarparu cartrefi i’r trigolion yn ôl eu hangen ac o fewn eu cyrraedd.  Byddai hynny’n parchu'r amgylchedd cymdeithasol a diwyllannol-ieithyddol yn ogystal â’r amgylchedd asedol.

‘No to Unaffordable and Unnecessary homes,

Yes to social housing for local people..’

On Monday the 8th of February there was a meeting of around 30 people from the Penrhyndeudraeth area, discussing the likely effects of the Local Development Plan for Gwynedd and Anglesey (passed in July 2017) on the community.

According to the plan, it was decided to build 152 homes on Penrhyndeudraeth's community land by 2026, despite only 59 houses deemed to be needed there, according to a detailed review carried out by the town council during the consultation.  The rest are to be built to satisfy the housing needs of the community of Porthmadog!

The audience was unanimous in their opposition to this inflated number of houses, and united in the fact that it is social housing that is needed to answer the local need for housing, and there were plenty of reasons for this. There was strong critisism over the standard of homes that are rented out locally by private landlords. Questions were also raised about what exactly the term “affordable” means. Typically very very few local people can afford homes that are supposedly “affordable”. The use of this weasel-word is disingenuous: it is highly misleading!

For example, the audience knew with certainty  that the number of ‘affordable homes’ in a number as large as 152 homes would be a much lower percentage than the houses that will be on the open market, and it certainly won’t be the local people of Penrhyndeudraeth that will be buying most of those.  

Those who foresee a reduction in the percentage of Welsh speakers in the area have good cause for concern. From another perspective the audience knew also that the community will be losing a lot of its land assets from raising homes that it doesn't need.

It isn't speculative building for profit that is needed, but homes that will satisfy the needs of local people and that are genuinely affordable to them. This will respect the social, cultural and linguistic environment as well as the assets of the environment.

The group’s next meeting will be on Wednesday the 14th of March 2018, in Neuadd Goffa Penrhyndeudraeth.
