S4C: Appeal to MPs ahead of vote

mark-susan-hywel.jpgCampaign groups have made a last minute appeal for MPs to vote against plans for S4C in the House of Commons tomorrow (Thursday, September 15).Three MPs, Liberal Democrat Mark Williams, Labour's Susan Elan Jones and Hywel Williams of Plaid Cymru, have put down amendments to the Public Bodies Bill, due to be voted on tomorrow, in an attempt to remove S4C from the bill.The plans would mean the government cutting its grant to the channel by 94% over four years, and asking for the BBC to contribute towards its funding and take over the running of the channel. Since the government announced its plans, a number of organisations, the leaders of the four parties in Wales, the Archbishop of Wales, Barry Morgan, two Westminster committees, and tens of thousands of people have declared their opposition.Earlier this year 24 organisations, including the Writers' Guild, the NUJ, teachers' union UCAC and Cymdeithas yr Iaith Gymraeg (The Welsh Language Society) wrote to politicians asking them to take S4C out of the Bill.David Donovan from trade union BECTU and spokesman for umbrella group "Save S4C" said:"The Culture Secretary's plan, put together in just forty-eight hours, has been opposed by two committees of the House of Commons; the four main party leaders in Wales; over 13,000 petition signatories; 24 organisations from Wales, the Archbishop of Wales Barry Morgan, along with thousands of people who have attended tens of rallies and meetings across Wales. But still the politicians aren't listening."The reason for the stern opposition is because we are not talking about just any television channel, but the world's only Welsh language channel, a channel for which there was a long fight thirty years ago. Dozens of people were imprisoned, over a thousand people refused to pay their TV licence, and one individual was ready to fast until death in the campaign to establish the channel over thirty years ago. Channel 4 has been removed from the Public Bodies Bill, so why not S4C?"Ceri Owen, National Officer of RhAG (Parents for Welsh Medium Education), added:"Since its founding, S4C has been a cornerstone of Welsh culture as well as a unique investment in the Welsh language and the media industry. It has played a central part in normalising the Welsh language in Wales, from ensuring that children hear the language outside school, to enabling high quality programmes of international standard to be made through the medium of Welsh. So we're asking MPs to vote to take S4C out of the Public Bodies Bill, so there is time to hold a meaningful review and public discussion about the future of the channel."In a letter to the UK Government, the Archbishop of Wales called on the government to re-think its plans:"Before any decision is made concerning the future of S4C, the Welsh language television channel, a thorough and wide ranging review needs to be held into its future. The leaders of the four main political parties in Wales are agreed on this and it is important that their views are taken into account..."When S4C was first established, it was protected by legislation from political interference. With the passing of the Public Bodies Bill, it will have lost that protection."
