Language campaigners have called on a BBC Trustee to resign after the broadcaster signed an agreement which gives them complete control over S4C's budget.Cymdeithas yr Iaith Gymraeg, the Welsh Language Society, have questioned the purpose of the Welsh representative on the BBC Trust, Elan Closs Stephens, after the body pushed through a decision, without consultation, which will bring an end to S4C as an independent broadcaster. The agreement, which was released ahead of Westminster's break before the party conference, leaves the BBC deciding on S4C's budget, stating "in financial years 2015/16 and 2016/17 funding will be for the BBC to determine,". Previously, BBC executives had argued that S4C was not being taken over, despite a cross-party report by MPs concluding that the model "sounded more like a takeover than a partnership".Menna Machreth, Cymdeithas yr Iaith Gymraeg's broadcasting spokesperson said:"There's now no doubt, we will lose the world's Welsh language TV channel if things don't change. Stopping the channel disappearing is our priority now. Following another deceitful agreement between the BBC and the Government, we have to ask what the Welsh representative on the BBC Trust is doing. Elan Closs Stephens must consider her future."It appears that neither of the two parties have considered the implications for S4C and the Welsh language - it's shameful that the BBC and the Government can behave like this. It's now completely clear, all the talk from BBC managers and Government politicians about independence for S4C were empty words."Bethan Williams, Chair of Cymdeithas yr Iaith Gymraeg added:"This news shows clearly that the BBC and the Government are lying by claiming that they want to secure the future and independence of the channel. It also give a lie to their promises to discuss openly any plans before making a decision. It's obvious that the most important thing for the BBC is securing their own future and the Government's priority is saving money from the deal - all at the expense of S4C."At the same time as the Government Minister claimed in front of MPs that S4C is safe in their hands, they released a document with plans to destroy it. Plans that were consulted upon at all with the people of Wales. It's totally at odds to the promises of the two bodies. If MPs had been aware of this agreement before the vote to take S4C out of the Public Bodies Bill yesterday, we could have won it.""The BBC will now decide on S4C's budget. The idea that our only Welsh language TV channel could be independent under those circumstance is completely gyfeiliornus. The Government is cutting its grant to the channel by 94% already, this news means further cuts are on the way. The situation is critical and the channel could disappear."The plans for S4C would mean the government cutting its grant to the channel by 94% over four years, and the BBC contributing to its funding and taking over the running of the channel. Since the government announced its plans, a number of organisations, the leaders of the four parties in Wales, the Archbishop of Wales, Barry Morgan, two Westminster committees, and tens of thousands of people have declared their opposition.
